Followup on my original post:

It turned out the CAT5 was 24ga and not 26ga as I originally thought. Therefore, I proceeded with using 4 wires for the positive and 4 for the negative with a 1A in-line fuse from the Victron Solar Controller "Load".

I love the Victron for program-ability and monitoring.

It turns out the USB outlet from Amazon is a 2.1A not a 1A. I was worried it might stress the wiring, but as someone pointed out, at 5 volts, the amps would not be that much and they were right. I just plugged in my phone and the Victron shows only a .4A load. I'm happy with result.
