I had a nice talk last summer with a camp host at a state park. This park is actually "run" and maintained by the host and in return they get a free campsite & utilities.

They were grumbling...

Sounds like a system where they will get screwed out of their fees most of the time. Only people who could get caught not paying are those that stay multiple days.
