no handle ever?

then it doesn't or won't recline, was not built to.

or missing handle ?

can use vice grips in emergency and buy a new handle off ebay or other auto parts source

if unsure, maybe a new seat cover was put on over top of the mechanism...do you feel anything under the seat cover on side where the back meets the seat?

the van is chevy, dodge, ford ?

always good to post that info as well

a "wire" like for electricity?

or a cable like you might see on a bicycle for the brakes?

if so, that could be a seat latch release

according to parts books GM used the same seat 1997~2018 vans and similar in the smaller astro van

all of these use a lever to turn a splined shaft to allow the seat back to recline, this is located on the seat base on the rightside of the driver's seat, left side of the pass seat

I'll attach a parts diagram from a similar seat so you can see the location of this part #15-

#17 is the lever

you may need to remove the seat cover to inspect

you should see or feel a splined shaft

On this seat reach down with your right hand you should find a lever. It's not subtle. Maybe it's broken off. Ditto but with left hand on the passenger seat.
