Default Onan 2.8 clicking

The last time I used my generator I had to have the vehicle running or it would just click, now it just has a clicking sound reguardless, I thiought the battery was bad and replaced it, as well as the connections. The starter is good and I just replaced the solinoid. Still no good. Any Idea on what's wrong?

I did some searching and if you've ruled out an electrical / battery / wiring problem then the most common cause I could find is that the starter gear is stuck on the flywheel and the fix is to tug on the fan until it is free. Some people have had to remove the Onan cover and others did not. Maybe remove the spark plug cap first so that the generator can't accidentally start with your hand in there.

When I had it down I pulled the starter and bench tested it, Because of this I don't think the gear is caught as it would have had to get caught twice. I had the same thought but was really afraid the engine was froze up for some reason. Fortunatly it is free. One thouht I was kind of asking but didn't want to lay it out to sway anyone's thinking was this. Possibly a wire/connection on one of the start switches. I don't have a diagran but my thoughts now are not enough juice is getting sent to activate the relay. But my question is how? where? both switches? travlers inbetween?
