Default PW Rust Problems

Just bought a used 2008 PW Excel TS. Two rust related problems are at the top of my list.

One - the rear passenger side locked compartment has a faulty gasket and the screws/pop rivets are rusted. Has anyone replaced this gasket - if so where did you order it from? Since the compartment is a nylon shell - would it help to have a drain hole in it or ??? I live in S. Florida where heat and humidity go hand in hand.

Two - the rear bumper over the hitch appears to be badly rusted from the inside. Has anyone run into this and how did you handle it. Not sure I can do much without taking the bumper off. Any ideas?

Currently I''m using Rust Check http://www.rustcheck.com/ to try to prevent rust.
