Default Water system

I've got a 1993 Dodge RT Independent. I just acquired it. Having a heck of a time with the water. Need to replace the intake hose for the tank. But I cannot get the city water working either. The intake port has some kind of one way valve on the inside that looks like it needs to be depressed in order to allow the water in. Is there a connecting piece I am am missing or something?

Here is a link for you to review page 27-plumbing pipes. The thing that only lets the water flow in one direction is a check-value so water can not backflow. As to your issue, a clamp should be holding the plastic intake holes. I have taped new holes to the end of the bad and slowly pulled out the old while at the same time pulling in the NEW holes. Added a clamp, but that was way before 1983 HAHA.
