that cap (the original one) has a little "nubby" & a rubber strap like thing that attaches it to the waste bracket....when you turn the cap on to lock the hinge in place, the rubber strap remains in...

I think that, when it came time for a replacement hinge for our '98 200V, I bought a stainless steel strap hinge from McMaster-Carr, whittled it down & wala !......prolly 10 years ago......
