My guess is that it is the total - in or on it - but it seems low compared to others. Maybe send an email. It is possible that the rating is based on the minimum class hitch allowed.

This bike carrier with cargo rack is a good low cost idea if the Combo 101 at $1,800 plus is not in the budget
