If the OP is still here - if you have a water miser valve in your shower then it may be turned to the wrong position. This will cause city water to flow into the fresh tank.

This is the correct answer. There is no switch or solenoid on Thor B vans. There are two check valves, one in the water pump and one at the city fill input connection.
