I posed your question to a neighbor who is doing major work on a PW Excel..4wd conversion...adding spare tire racks for the baja trips.

he suggests that drawtite and Reese both have adjustable...

I've spotted a couple of threads on a front mounted receiver ( FMR)- like for a rack or dirt bike carrier.

these are not uncommon, I have neighbors who use a FMR to move their boats or trailers...
