No it is not sold as a promaster mount.
It is from surco (mid 80’s Chevy van) but I cut and welded/fabricated the mounts to fit my promaster.

You may have a partially plugged fuel filter, and the carb bowl may be running dry after 10-15 min.

Just a guess but sounds like running out of gas.
