I've replaced the fuse. There is no 'noise' at all when the button is pushed. Was working fine last trip of the year. Just finishing de-winterizing now. Could there be wires loose at the motor itself? I can't think of anything else. (I made sure house battery was on, tried starting the van,)
never driven in snow, always stored inside. 31,000 miles

Use a test light.
Check both sides of the fuse for voltage, better than a visual check.

ON switch - One the switch/button terminals should show constant 12v, that's the feed side. Pressing the button should show 12v towards the load (pump) side.
That verifies the circuit voltage in and out of the switch.

Probe the 12v wire right at the pump. Have someone push the button while you see if that wire suddenly shows 12v.
That verifies the circuit is all working properly, leaving the pump as a failed component.

If any of legs noted above don't show voltage then the problem is a pulled/broken wire or no voltage out of the fusebox.
 
For checking electrical, it's best to "isolate" systems and check the different isolated parts of the system.

I typically start at the end of the circuit (the pump), and verify there's power there then work backwards, but since the pump is so hard to get to, I'd say say start at the switch and verify that you have 12V power at the switch, and that you have continuity and 12V power thru the switch. If no 12V there, then there's a problem with the connections or wiring between the fuse panel and switch. If you have power to the switch and thru the switch, then you have a problem with the connections or wiring from the switch to the pump. Isolate and test is the theme. You could have had a mouse chew a wire somewhere.
 
Sometimes a small amount of something dries out and sticks in the pump. Mine has a knob located between the gray and black selector handles. Push in and turn and it manually turns the pump over, which is usually enough to dislodge the obstruction.
