Another 2006 RT Popular repair

This time its some of the added exterior panels. The main one I'm concerned with is the rear bumper. It seems like the back bumper cover must have been 2 pieces, due to the support behind the overlap in the middle. I'm guessing they snapped together or ?, but I don't see evidence of how that was done. I'm figuring I can connect the two pieces together with a structural item and some of the short fiber Bondo I will use to repair my roof. But then I won't be able to remove this piece in the middle again.

Seems like that shouldn't be a problem, but wondering if others see any problems with my approach.

Uggh, I tried to remove the screw to verify I can attach metal to it, and it broke off inside the bumper. I'm also realizing some of the pads have an adhesive on them that helps to keep the bumper cover in place. I've not tried to search for this yet, any recommendations on a replacement would be welcomed.

I use 3M VHB tape for sticking things like this together. I have used it for loose pieces of the bumper cover on my 210 P Roadtrek with very good results. You need to really clean the two surfaces to be reattached or attached and do it very well. I prefer to finish cleaning with isopropyl alcohol before the bonding.

When the rain stops I'll have to see how it plays out, as the trim joint has that screw in the middle of it. At a minimum I will use this tape on the spots where it has failed between the van bumper and the trim.
 
It looks like there are the remains of pop rivet in first pick on the bottom flange. Where is the mating hole that it went into?

you can also see the broken off screw in the bumper that I need to remove and replace.
