From everything I've ever known, you can flat tow a FWD vehicle ONLY if its a manual transmission. An automatic transmission will need the engine turning to run the pump for fluid circulation in the transmission, so you can't tow one very far or fast.

You will need brackets on each vehicle you intend to tow. You can buy a tow dolly, but be careful as those have a pivot on them and backing one up is virtually impossible. You'll need to make sure you can always drive out forward wherever you stop.

yes the 99Rav4 is frontwheel drive an 5speed manuel transmission.
I'd like to remove bumper facia and bolt a bumper adapter like this w/ a flat backing plate as a big washer image
bolting directly to the bumper2.jpg

that will fit to the .blue ox tow bar connection point image.

I would also like to tow the 07 Hummer H2 the same method w/ it's transfer case shifted to nuetrel.
