Yes, these shocks have a flat on top. The inner part of the "Lisle 20400 Tool" is supposed to hold that in place, but it isn't machined very precisely so it did not work for getting the old nut off. But it worked fine for the new shock, so I could use a wrench to trighten it by hand. It's only 25 ft-lbs so I made my best guess. I imagine its more likely over-torqued than under, but I expect it will be fine.
The factory service manual says 120-150 ft lbs for the wheel nuts (for the 4,000 lb axle). I tend to keep mine nearer to 150. I wasn't sure if the Milwaukee would take them off, but it does. It's supposed to have a maximum torque of 550 ft lbs for loosening high torque fasteners. Yet its only about 5" in length, which was necessary because there isn't more than 6" of headroom over that shock on the driver's side.
