Just took a look you would have to take the wall...
Just took a look you would have to take the wall pannel off but you probably should anyway if you were trying to fix rust. It looks easy to do.

Yes, the vent in the window is for the fridge to get to the screws for the window you will need to take the fridge and sink out. That was way more work than I was interested in doing.
