Default 96C210P mystery dash heating problem

I’m not sure if I’m in right chat I’ve got weird problem with dashboard heat. When I put lever on heat it doesn’t blow at all. It’s on heat and hot and no air no matter the fan speed. When I put function on a/c on cold it works as should. When I out temp to heat while still on ac it blows hot and fan works as should. Does it have two differairways. Gonna try new air filter . It’s a 96C210Popular. Any ideas?

My guess is that the heater control switch is not closing the contacts to turn on the fan when you move the selector switch. Perhaps they are corroded in the switch (may be visible as some are on selector switches) or perhaps a wire is broken to the blower control, which is much less likely as the fan blows on other settings.
